Trước các biến động đình công từ Công nhân  mỗi lúc một lan rộng, có nguy  cơ bùng phát đe dọa sự sống còn của chế độ độc quyền.  Đồng thời bất chấp các trào lưu thế giới lên án về việc sử dụng phương tiện đàn áp tinh vi có tính vi phạm nhân quyền và đe doạ tính mạng con người. Mới đây nhà cầm quyền Việt Nam đã cho phép Bộ Công an sử dụng các vũ khí cao cấp nhằm giải tán các cuộc biểu tình công nhân. Vũ khí này được Cục Hậu Cần (H14) trực thuộc Bộ Công an mua lại từ Trung Quốc, sử dụng hệ thống siêu âm, đặt trên các loại xe ôtô di động để nhanh chóng có mặt ngay tại hiện trường, không mang  biển hiệu và sắc phục công an nhằm tránh bị phát hiện.

Đây là hệ thống phát sóng cao cấp, có tầm phủ sóng trong phạm vi 200mét, giống như một loại lựu đạn hóa chất làm tê liệt thần kinh để giải tán đoàn biểu tình. Khi máy phát sóng, những người nằm trong tầm ảnh hưởng bị cảm giác chóng mặt, buồn nôn, ủ rũ, khó thở, tức ngực có thể dẫn đến cái chết bất ngờ nếu bị yếu tim, hoặc ảnh hưởng lâu dài đến sức khoẻ. Vũ khí nằm trong loại này được Quốc tế liệt kê là vũ khí giết người chậm dựa trên các ý niệm nguyên tử bao gồm “tia laser, sóng radio, tia nhiệt, sóng từ trường v.v..” vì khi sử dụng cũng có khả năng tàn phá không kém gì các loại vũ khí giết người nhanh.

Bác sĩ Barbara Hatch Rosenberg tường trình trên tờ Khoa Học Nguyên Tử, số Tháng 9 & 10 từ năm 1994 “những loại vũ khí này có thể làm mù mắt, phản ứng bất bình thường, giảm khả năng phán đoán, bị đau nhức, buồn nôn, tiêu chảy hay làm cho các bộ phận trong cơ thể bị ngưng hoạt động”. Quyết nghị của Hội Đồng Âu Châu A4-005/99 hồi tháng 1/99 đã  kêu goị “chấm dứt và ngăn cấm các nghiên cứu và sử dụng vũ khí nằm trong bất cứ dạng nào có mục tiêu khống chế nhân loại”. Trong khi đó, ngay cả tại nước Nga, ông Yuriy Lopatin, chuyên gia về lãnh vực này cũng đã lên tiếng “kêu gọi cấm nghiên cứu và bán các trang thiết bị có tính khống chế nhân loại”.

Việc cho phép sử dụng các vũ khí này để công an đàn áp công nhân đình công, biểu tình nhằm bảo vệ chế độ độc tài là hoàn toàn vi phạm nhân quyền, vi phạm thân thể con người và mang tác hại lâu dài không những đối với người bị đàn áp mà ngay cả nhân viên công an sử dụng cũng không thể tránh khỏi.

Đảng Dân chủ Nhân dân khẩn thông báo đến Nhân dân trong và ngoài nước và kêu gọi các cơ quan Quốc tế Nhân Quyền sớm lên tiếng can thiệp, kêu gọi nhà nước Việt Nam chấm dứt ý đồ sử dụng các vũ khí trên để đàn áp Nhân dân Việt Nam.

Demand Ministry of Police Abandon Plan Using Infrasound/Electromagnetic Energy Weapons to Quell Workers Strike

The recent upheavals of a many workers strike in Viet Nam with a danger of uprising would threaten the totalitarian regime. Moreover, in disregard of condemnation from the international communities on utilization of non-lethal weapons in a suppressive means willingly and intentionally causes harmful to human being’s life and violation of international humanitarian law. The Vietnamese authorities recently have authorized the Ministry of Police in utilization these non-lethal weapons to quell the workers strike. These so called “infrasound-electromagnetic energy weapons”, acquired from China, supplied by the Bureau of Logistics (H14), an agent of Ministry of Police, are placed on unmarked patrol car for quickly response, usually operating by plain-clothe policemen in avoiding of being discovered.

These non-lethal weapons under consideration utilize infrasound/electromagnetic energy carry high-power microwaves, with capability of coverage in a 200 meter sphere. The use of these weapons would be analogous using of a biochemical grenade agent on which to paralyze the nerves to disperse the demonstration. When the system fires these waves, anyone who stands in the strike-effect would experience these sickness symptoms: dizziness, nausea, difficult breathing, chest pain that might potentially die if problem with heart condition, or has a long-term effect in health. These kinds of weapons have been banned by the international bodies that listed as non-lethal weapons based on the concept of atomic, which constituted: laser beam, radio-frequency radiation, light pulsed, electromagnetic energy, etc. when used carrying a potential destruction, as deadly as lethal weapons.

There are a many examples in supporting the ban on these weapons from the international communities. However, the Vietnamese authorities still intend using them:

• Dr. Barbara Hatch Rosenberg has a report that posted on the Bulletin of Atomic Scientists, in September & October, 1994 “These weapons are said to cause temporary or permanent blinding, interference with mental processes, modification of behavior and emotional response, seizures, severe pain, dizziness, nausea and diarrhea or disruption of internal organ functions in various other ways”.

• The European Parliament Resolution A4-005/99 on January, 1999 has announced “calls for international convention introducing a global ban on all developments and deployments of weapons which might enable any form of manipulation on human beings.”

• Mr. Yuriy Lopatin, a Russian state expert in this infrasound field, also announced “banning illegal development and sale of mind-control devices”

The fact that the Vietnamese authorities allowed police to use these illegal, non-lethal weapons to suppress workers on strike to continue protecting the authoritarian regime is absolutely in violations of human rights and human beings. In their strike characteristics, they would cause long-term effects seriously, not only to the suppressed victims but also unavoidable to the suppressors, policemen who operating these weapons.

The People's Democracy Party, therefore, urgently announces to people at home and abroad and asking the international human rights organizations promptly intercede, demand the Vietnamese government immediately stop the intention in using these illegal and deadly weapons to suppress the people of Vietnam.
