* CHXHCN Việt Nam đă bị các tổ chức quốc tế xếp vào lọai nghèo khổ nhất thế
giới, tham nhũng bậc nhất thế giới và vi phạm tự do tôn giáo và nhân quyền
cũng vào hàng nhất thế giới.
* Dư luận đều rất bất b́nh về việc thủ tướng Phan Văn Khải đă có những hứa hẹn
với tổng thống George W. Bush về nới rộng tự do tôn giáo nhưng chỉ làm vài dịp
xoa dịu dư luận, c̣n sự thật lại là xiết chặt bao vây đàn áp tôn giáo.
* Yêu cấu chính quyền cộng sản xóa bỏ ngay quản chế đối với hai Đại Lăo Ḥa
Thượng Thích Huyền Quang và Thích Quảng Độ và trả tự do vô điều cho ba tù nhân
lương tâm BS Phạm Hồng Sơn, nhà báo Vũ B́nh và nhà giáo Nguyễn Khắc Toàn.
* Chúng tôi xin chân thành kêu gọi chính quyền Hoa Kỳ yểm trợ khoảng khắc cho
[chính nghĩa dân chủ và] Phong Trào Dân Chủ Việt-Nam Thống Nhất.

Trước hết, tôi xin phép đưởc nói lời trân trọng nhất cám ơn ngài Ed Royce, Phó
chủ tịch ủy ban tôn kính đă tạo điều kiện rất quí báu cho tôi được thuyết
tŕnh trước ủy ban và tôi xin phép rất cảm ơn các Quí Vị tôn kính thuộc Ủy ban
hiện diện rất đông đảo vui ḷng lắng nghe bản thuyết tŕnh của tôi.
Thưa Quí Vỉ rất tôn kính.
Tối rất đau ḷng phải thừa nhận rằng. CHXHCN Việt Nam đă bị các tổ chức quốc
tế xếp vào lọai nghèo khổ nhất thế giới, tham nhũng bậc nhất thế giới và vi
phạm tự do tôn giáo và nhân quyền cũng vào hàng nhất thế giới.
Những người Việt có lương tri và liêm sỉ đều lo âu cho vận mệnh của đất nước,
không ai là không sót xa và bàng hoàng trước những vụ chính quyền CS đàn áp
khốc kiệt các tôn giáo những tháng gần đây, cũng như sách nhiễu các nhà dân
chủ và thẳng tay hành hạ càc tù nhân lương tâm. Các vụ đàn áp tôn giáo sẩy ra
rất nhiều ngay tại TP Hồ Chí Minh và những tỉnh miền nam, tại Tây Nguyên và
Tây Bắc các vùng sâu vùng xa không thể kề ra hết được.
Tôi xin chỉ đưa ra vài dẫn chứng điển h́nh.
Vụ hai giáo hữu giáo hội Ḥa Hảo ở miền Nam là ông Út và ông Bửu phải tự thiêu
ban sáng ngày mồng 5 tháng 8 năm nay 2005, để phản đối chính quyền CS đàn áp
bắt bớ các chức sắc giáo hội Ḥa Hảo. Giáo dân Ḥa Hảo ông Út bị chết ngay ban
sáng ngày 5/8/2005. Măi ba ngày sau, tức ngày 8/8/2005 chính quyền mới cho
mang thi hài ông Út về giao cho gia đ́nh, Bà con giáo dân Hào Hảo và các tôn
giáo khác vô cùng thương cảm sót xa kéo nhau tới viếng ông Út. Đồng bào viếng
đông cả hàng ngh́n người đứng chật cổng và ngoài đường cái đều quá sót thương
kêu khóc thảm thiết. Chính quyền CS cấm dân la khóc không được, liền cho xe
ṿi rồng và lựu đạn cay tới giải tán thẳng tay. Thật là một hành vi đàn áp tôn
giáo cực kỳ tàn bạo, giă man, vô cùng, phi pháp gây phẫn nộ sôi sục các tôn
giáo, các đồng bào trong nước và hải ngoại và trên quốc tế.
Các vụ đàn áp tôn giáo cũng diễn ra ở Tây Nguyên, Tây Bắc và nhiều vùng sâu
vùng xa và đối với các chức sắc và giáo dân các tôn giáo Cao Đài, Tin Lành
công giáo, Phật giáo, Ḥa Hảo, giáo phái Menonnite, các giáo phái độc lập, và
nhất là giáo hội phật giáo Việt Nam Thống Nhất bị ngăn cấm, sách nhiễu, quản
chế cầm tù. Như đại giáo chủ ḥa thượng Thích Huyền Quang và Ḥa thượng Thích
Quảng Độ đang bị quản chế nghiêm ngặt nhiều năm tháng nay.
Dư luận đều rất bất b́nh về việc thủ tướng Phan Văn Khải trong ngày 21 tháng 6
năm 2005 đă có những hứa hẹn với tổng thống George W. Bush về nới rộng tự do
tôn giáo nhưng chỉ làm vài dịp xoa dịu dư luận, c̣n sự thật lại là xiết chặt
bao vây đàn áp tôn giáo như những thí dụ điển h́nh kể trên và nhiều vụ đàn áp
trắng trợn khác, đối với những nhà dân chủ th́ chính quyền CS có nối tay đôi
chút với vài trường hợp để xoa dịu dư luận Quốc Tế và trong nước nhưng vẫn
không ngơi nghĩ trong việc sách nhiễu, bao vây, canh gác bí mật, tiếp tục cắt
điện thọai cố định, phá các cuộc điện đàm, theo rơi chặt trẽ. Đặc biệc đối sử
rất khắc nghiệt với ba tù nhân chính trị trẻ tuổi.
Bác Sĩ Phạm Hồng Sơn, nhà báo Vũ B́nh và nhà giáo cựu chiến binh Nguyễn Khắc
Ṭan ba nhà dân chủ trẻ tuổi này chỉ mang tội duy nhất là muốn ḥa b́nh, ôn
ḥa đối thọai, bất bạo động nhầm dân chủ hóa đất nước mà lại ṭa án CS qui kết
điều 80 của bộ luật h́nh sự là tội gián điệp và bị kết án rất nặng nề.
Bác Sĩ Phạm Hồng Sơn hiện bệnh nặng, bị xa ruột trầm trọng mấy năm liền và bị
ho ra máu t́nh trạng rất nguy kịch, gia đ́nh xin phép tự đưa đi bệnh viện chữa
chạy mà không được.
Nhà báo Vũ B́nh bị nhà giam o ép đời sống tù đày hàng ngày v́ họ rất căm thù
ông về tội trước phiên ṭa ở Hà Nội bị cáo Vũ B́nh đă thét lớn “Tự Do hay là
chết!” rồi tuyệt thực liền 10 ngày. Nay nhà tù ba sao (Nam Định) lại dở tṛ cũ
mèn, là đàn áp tù nhân lương tâm Vũ B́nh phài làm bản kiểm điểm nhận tội th́
mới được thả. Ông Vũ B́nh đă lớn trả lời “Không!”. Và vợ ông là bà Kim Ngân
rất nhất trí với chồng, v́ ông hoàn toàn vô tội.
C̣n ông Nguyễn Khắc Toàn, nhà giáo cựu chiến binh cũng bị ṭa vu cáo là gián
điệp bị kêu án tù nặng nhất. Trong tù ông lại bị biệt giam ba tháng và bị cùm
sắt của hai cổ chân chảy máu me xưng loét hoại thư chỉ v́ tội đề nghị với trại
giam Ba Sao đừng bán ḿ ăn liền với giá gấp bội cho 50 tù nhân chính trị người
Thượng nghèo khổ cùng bị giam cầm với ông.
Cả ba ông Phạm Hồng Sơn, Vũ B́nh và Nguyễn Khắc Ṭan trước ṭa và trong ṭa và
trong tô ngục đều nêu cao khí tiết bát khuất v́ lư tưởng tư do dân chủ, thà
chết không cúi đầu.
Dư luận trong nước và hải ngoại và quốc tế, nhất là Hoa Kỳ và EU đều lên tiếng
mạnh mẽ đ̣i trả lại tự do vô điều kiện cho ba tù nhân lương tâm vô tội này.
Sắp hết năm 2005 bước sang năm mới, chính quyền CSVN hăy nêu biểu thị dù rất
muộn màn rằng c̣n biết tôn trọng lời hứa của Thủ Tướng Phan Văn Khải với Tổng
Thống George W. Bush ngày 21/6/2005 là sẽ nới tay với tôn giáo và nhân quyền.
Phong Trào Dân Chủ Việt Nam Thống Nhất yêu cấu chính quyền cộng sản xóa bỏ
ngay quản chế đối với hai đại lăo ḥa thượng Thích Huyền Quang và Thích Quảng
Độ và trả tự do vô điều cho ba tù nhân lương tâm BS Phạm Hồng Sơn, nhà báo Vũ
B́nh và nhà giáo Nguyễn Khắc Toàn.
Phong Trào Dân Chủ Việt Nam Thống Nhất [PTDCVNTN] sẽ không ngừng đấu tranh đ̣i
hỏi tự do Dân Chủ Hóa đất nước đ̣i trả tự do cho tất cả các tù nhân lương tâm
đông hàng trăm tại các nhà tù CHXHCNVN và đ̣i xóa bỏ tất cả các nơi quản chế
các vị chức sắc các tôn giáo.
Sau hết, một lần nữa, cho phép tôi được tỏ lời chân thành nồng nhiệt nhất cảm
ơn Ủy ban Ngọai giao Quốc Tế Hạ Viện Hoa Kỳ đă không ngớt lên tiếng đ̣i tự do
tôn giáo ở CHXHCNVN và đ̣i ch́nh quyền VN trả tự do vô điều kiện cho các tù
nhân lương tâm và rỡ bỏ tất cả các nơi quản chế các chức sắc tôn giáo.
Tôi cũng xin phép được nói lời trân trọng nhất cảm ơn ngài Phó Chủ Tịch Ủy Ban
Ed Royce và các Quí ngài Ủy Ban Ngọai Giao Quốc Tế Hạ Viện Hoa Kỳ đă lắng nghe
và ủng hộ bài thuyết tŕnh của chùng tôi.
Nhận cuộc gặp quan trọng này chúng tôi xin chân thành kêu gọi chính quyền Hoa
Kỳ yểm trợ khoảng khắc cho [chính nghĩa dân chủ và] PTDCVNTN

Nguyen Minh Chinh's Testimony Before The Committee on International
Relations of the US House of Representatives
Honorable Chris Smith, Ed Royce, Tom Lantos and Honorable members of the
Committee on International Relations.
First of all, I would like to take this opportunity to express my sincere
appreciation to representative Ed Royce, CA, Chairman of International
Terrorism and Nonproliferation subcommittee and Vice Chairman of Africa,
Global Human Rights and International Operations subcommittee and member of
Oversight and Investigations subcommittee and member of International
Relations committee who provided me the greatest honor to appear before this
most respected members. It is also my greatest honor and my humble pleasure to
see the presence of other honorable members today.
It is very painful for me to admit that Social Republic of Vietnam has been
put in the list of the most poorest nation in the world, the most corrupted
country in the world and also the most violation country of human rights and
religion in the world by the international organizations.
Vietnameses with conscientious hearts and integrity have been frightened for
the destiny of this nation. Not a soul hasn’t been in distressed and shocked
by the repression and brutality of religious organizations in the last few
months of the communist regime. Just like the hounding persecution of
democratic members and the cruel treatment of prisoners of conscience. The
repression of religious organizations has been repeatedly carried out right in
Ho Chi Minh city (formerly Saigon) and in Southern provinces, Western and
northwestern provinces and uncountable places in the far corners of Vietnam.
I would like to present a few factual events. Such as the self-immolation of
two members of Hoa Hao Buddhist in Southern Vietnam were Mr. Ut and Mr. Buu in
the morning of August 5, 2005 to protest the communist regime continuing its
suppression policy and the imprisonment high priests of the Hoa Hao Buddhist
Congregation. Mr. Ut died in the morning of August 5, 2005. Three days after,
on August 8, 2005, only then, the regime allowed the return of Mr. Ut body to
his family for burial. Moved by his death, Hoa Hao Buddhist constituents and
other members of different religious organization came to his house for the
final respects. Thousands of people were there, packed in his courtyard and
spilled out to the street beyond crying and weeping that could not be
described for such a tragic loss and mourning of a family.
Unsuccessful to ban the crying and weeping there, the communist regime decided
to use the anti-demonstration grenades and fire engine hosing water to
disperse those thousands of people. It was horrifying and sicken for such an
undertaking of a government, the brutal, the cruelty and the sadistic
repression and beyond belief and outrageous from the regime that saying
freedom of religion and freedom of expression is our law. Where, in this world
a government would do this to the thousands people in mourning and grief of a
fellow man! And of course, this horrendous act shocking and disgusting the
people of Vietnam as well as the public opinion of the world when the news
traveled afar.
Those repression were not the only one as they have been carried out in
Western and Northwestern province and remote regions of Vietnam to the high
priests and officials of Catholics, Protestant, Cao Dai Sect, Hoa Hao
Buddhists, Menonnite, independent religion groups and especially the Unified
Buddhist Congregation of Vietnam have been banned, harassed and under arrest.
The most venerable Thich Huyen Quang and Thich Quang Do have been arrested and
detained for many years now.
Public opinions were dismayed over the news that Vietnam Prime Minister Phan
Van Khai promised to President George W. Bush on June 21, 2005 the relaxation
of religious worships.
But it was only the grandstanding to soften American repulsive of such a so
called government of the people that killed its innocents and imprisoned
religious cleric officials. Yet, in reality,
He has ordered the mercilessness treatment and the tightening toward the
people of religious members who were not silenced even under their atrocities
such as the incident illustrated above and other hideous acts.
To the converts of democratic proponent, communist regime did relax in their
repressive
behaviors in a few cases to gain favorable international public opinions and
inside Vietnam. Nevertheless, they’ve been restless in the harassment,
encirclement, clandestine tracking, continuing disconnect landline phones,
disrupting phone conversations and tightening their control.
But the three young political prisoners never have the relaxation had been
promised to president Bush of June 2005. They are Doctor Pham Hong Son,
Journalist Vu Binh and veteran/teacher Nguyen Khac Toan.
Those three young democratic advocates, their only crimes were they have asked
for the real peace for Vietnamese people, nonviolent dialogues, nonviolent
toward the democratization of Vietnam. Communist court ruling that according
to article 80 of civil criminal act, they have committed as agents of foreign
power and sentenced to the maximum of the law.
Doctor Pham Hong Son is in serious ailment, the grave intestines disease of
the last few years and cough up with blood, he could die at any moment; his
family was asking the authority to get him to the hospital and his family
would pay for it but the answer was no!
Journalist Vu Binh has been in solitude locked up, live out his sentences in
isolation confinement. This the reprisal for his outburst: “Freedom or die!”
during his court day in Hanoi, then went on for the hunger strike in 10 days.
At the Ba Sao prison (Nam Dinh province), the old trick has been forced upon
prisoner of consciences Vu Binh: if he admit in a written confession, he would
be released. Vu Binh said in a loud voice: “No” His wife has indefatigably
supported his decision as she declared “my husband is not guilty”
Mr. Nguyen Khac Toan, veteran/teacher was sentenced the heaviest, foreign
agent as his crime. He has been in solitude confinement for 3 months and the
heavy iron chain around his ankles given him the bloody mess with infection.
He was shackled because he suggested to the guards of Ba Sao prison that they
should have not sold with much profit on instant dried noodles to 50 of
Highland Vietnameses and very poor political prisoners.
The three Pham Hong Son, Nguyen Khac Toan and Vu Binh at courts and in prison
have shown their determination, their integrity for the belief of liberty and
democracy and rather die than subjugated.
Public opinions in Vietnam, in the international, especially the United States
of America and EU countries have strongly asking for the immediate release of
those three prisoner of consciences.
Nearer to the end of 2005 and the coming of 2006, the communist regime should
demonstrate though of late, to carrying out the promised to president Bush in
last June 21st, 2005 that they would relax the freedom of religion and human
rights to the people of Vietnam.
The Unified Democratic Movement of Vietnam demand the communist regime removes
immediately the detention of the two most venerable Buddhists Thich Huyen
Quang and Thich Quang Do and release without any conditions to the three
prisoners of consciences doctor Pham Hong Son, journalist Vu Binh and teacher
Nguyen Khac Toan without delay.
The Unified Democratic Movement of Vietnam shall continue to fight for the
democratization of Vietnam, to call for the immediate release of hundreds
prisoners of consciences in side the prisons of Social Republic of Vietnam and
the removal of all detention of all members of the clergy.
Finally, once again, it is my greatest humble appreciation to the
International Relations committee members that have never ceases to fight for
and to intervene for the freedom of religion and the release of prisoners of
consciences in Vietnam.
Also, My utmost heartfelt appreciation to honorable representative Ed Royce,
for the opportunity to be listened to and the supports given today.
On this very memorable occasion, in the deepest of my heart, I respectful
request the United States of America to support our causes of democracy and
The Unified Democratic Movement of Vietnam.
