President: I appeal to you
to bring your attention to a matter of great concern and
ask for the United States Department of State intervention
to protect and preserve justice for an American citizen
imprisoned in Thailand. Ly Tong is a US
citizen. He is also a Republican and a strong supporter of
President Bush and America's determination to "spread
freedom and democracy to all dark corners of the world".
It was in that spirits that Ly Tong committed what he did
in Vietnam. Whether or not one agrees with his action, Ly
Tong's ideology and action was well intended. He had been
tried and sentenced by the Thai's justice system. To allow
a US citizen to be tried twice for his action and to be
extradited to a country with one of the worst human rights
records, is not only unfair and unjust, it also
demonstrates that the US is turning its back on its
citizens and that the US Consulate in Thailand is not
doing all it can to ensure the safety and fair treatment
for US citizens in foreign land. Such a message is not
good for the US image as a champion for human rights
worldwide. The Vietnamese
American community is a young one in the US but with a
respectable contribution in all facets to this nation.
Currently, over 200 servicemen and women of Vietnamese
origin are serving in Iraq and Afghanistan. They are
promoting and defending America's campaign for Freedom and
Democracy. Earnestly, we urge you to ask the US Consulate Office in Bangkok to do what it takes to protect US citizens and to make certain that Mr. Ly Tong not be returned to Vietnam to stand trial.

You are requested by the Vietnamese Communities in the United States as well as all over the world to pay special attention to the case of Ly Tong, who has been imprisoned in Thailand since November 10, 2000 for hijacking, and his term only remains to be served until May 17, 2006.
The Socialist Republic of Vietnam has demanded Thailand to extradite Ly Tong to Vietnam to be tried a second time for the same breach. Thailand will give an answer to Vietnam’s desire on the coming September 16-20 meeting of the ASEAN Justice Ministers in Hanoi.
If this mishap happened, against the no double jeopardy principle because Ly Tong has already been punished for his act, while there has been no extradition treaty between Thailand and Vietnam, and since Ly Tong’s actions were of a political nature, we are afraid that he might be persecuted and unfairly sentenced out of revenge by that one of those Countries of Particular Concern.
Please be kind to prevent such an unfortunate incident, in order to safeguard the welfare and safety of the poor American citizen.

Dear Mr. President:
In July 2005, Uong chu Luu, Socialist Republic of Vietnam’s Minister of Justice visited Thailand where he signed an extradition treaty with his counterpart. International media reported thereafter that Luu asked Thailand to extradite Ly Tong to Vietnam and that Thailand will give an answer to Hanoi’s request in this coming September. Over six years ago, Ly Tong, a Vietnamese American flew from Thailand to Saigon and disseminated anti-communist fliers. A sentence of 7 years and 4 months imprisonment has been imposed on him in Bangkok, though he paid to a Thai flying instructor some $15,000 to fly the small plane to Saigon to drop the leaflets. Not any weapon was found on board the plane. Thus, no criminal elements in the case constituted the serious offense he committed. Such harsh sentence imposed on him by Thailand was to satisfy what Hanoi wanted politically. Hanoi’s vitriolic acts would go beyond Americans’ imagination.
You are requested to intervene on Ly Tong ‘s behalf, so he would not be sent to the totalitarian regime where they could kill him.

Mr. Tong Ly is supposed to be released on May 17th of 2006, however, on July 26th of 2005, the Socialist Republic of Vietnam has requested to have Mr. Tong Ly be extradited to Vietnam in the next few months .

We, the Vietnamese Communities all over the world are respectfully sending this petition to beseach Your Majesty and The Royal Government to be as kind and humanitarian as not to extradite to Vietnam, Mr. Ly Tong (Tong Van Le) who was charged with hijacking. He was thus already sentenced by the Thai judicial court and has been imprisoned since November 10, 2000. His term only remains to be served until May 17, 2006, just for his release and return to the United States.
However, the Socialist Republic of Vietnam has recently demanded Thailand to extradite Ly Tong to Vietnam to be tried a second time for the same breach. The Thai Justice Minister was expected to give an answer to Vietnam’s desire on the coming September 16-20 meeting of the ASEAN Justice Ministers in Hanoi.

You are requested by the Vietnamese Communities in the United States as well as all over the world to pay special attention to the case of Ly Tong, who has been imprisoned in Thailand since November 10, 2000 for hijacking, and his term only remains to be served until May 17, 2006.
The Socialist Republic of Vietnam has demanded Thailand to extradite Ly Tong to Vietnam to be tried a second time for the same breach. Thailand will give an answer to Vietnam’s desire on the coming September 16-20 meeting of the ASEAN Justice Ministers in Hanoi.
If this mishap happened, against the no double jeopardy principle because Ly Tong has already been punished for his act, while there has been no extradition treaty between Thailand and Vietnam, and since Ly Tong’s actions were of a political nature, we are afraid that he might be persecuted and unfairly sentenced out of revenge by that one of those Countries of Particular Concern.
Please be kind to prevent such an unfortunate incident, in order to safeguard the welfare and safety of the poor American citizen.

In July 2005, Uong chu Luu, Socialist Republic of Vietnam’s Minister of Justice visited Thailand where he signed an extradition treaty with his counterpart. International media reported thereafter that Luu asked Thailand to extradite Ly Tong to Vietnam and that Thailand will give an answer to Hanoi’s request in this coming September. Over six years ago, Ly Tong, a Vietnamese American flew from Thailand to Saigon and disseminated anti-communist fliers. A sentence of 7 years and 4 months imprisonment has been imposed on him in Bangkok, though he paid to a Thai flying instructor some $15,000 to fly the small plane to Saigon to drop the leaflets. Not any weapon was found on board the plane. Thus, no criminal elements in the case constituted the serious offense he committed. Such harsh sentence imposed on him by Thailand was to satisfy what Hanoi wanted politically. Hanoi’s vitriolic acts would go beyond Americans’ imagination.
You are requested to intervene on Ly Tong ‘s behalf, so he would not be sent to the totalitarian regime where they could kill him.
