Phóng Viên Không Biên Giới tố cáo và lên án
Việt Cộng lại bắt cóc ông Trương Quốc Huy
Trong một Thông cáo phổ biến ngày 22 tháng 8, Phóng Viên Không Biên Giới đ̣i nhà cầm quyền Hà nội phóng thích ngay ông Trương Quốc Huy. Mới ra tù hơn một tháng, người thanh niên này vừa bị công an mật vụ bắt lại tại một quán cà phê Internet hôm thứ sáu 18 tháng 8. Hiện không biết ông Huy bị câu lưu ở đâu. Tổ chức quốc tế bênh vực quyền Tự do Báo chí gọi việc đột kích bắt giữ ông Huy của nhà nước cộng sản Việt Nam là một sự bắt cóc, như được ghi rơ trên tựa đề của thông cáo. Đây là lần thứ hai mà Việt cộng đă có hành động trấn áp độc đoán, thô bạo và phi pháp đối với ông Trương Quốc Huy.
Cần nhắc lại: Ngày 19 tháng 10 năm 2005, ông Trương Quốc Huy và người anh là Trương Quốc Tuấn cùng cô Lisa Phạm, hôn thê của ông Huy đă bị bắt tại nhà riêng ở số 603 đường Nguyễn Kim v́ tham gia vào một diễn đàn thảo luận về dân chủ (website http://www.paltalk.com/). Nhà cầm quyền sở tại chưa bao giờ xác nhận sự bắt giữ trái phép đó. Cả ba người chỉ được thả ra ngày 7 tháng 7 năm nay, sau 9 tháng bị câu lưu biệt lập mà không hề được đưa ra xét xử. Thân nhân gia đ́nh cũng không được phép thăm nom họ. Trong Thông cáo ngày 16 tháng 8, Phóng Viên Không Biên Giới cho vụ ‘’bắt cóc’’ hai anh em họ Trương và cô Lisa Phạm và cách giam nhốt cô lập nghiệt ngă như vậy là một vụ tai tiếng xấu cho chế độ. Tổ chức quốc tế nghĩ rằng họ bị cáo buộc đă khích động dân chúng ‘’lật đổ chính quyền’’ (điều 19 luật h́nh sự cộng sản).
Theo Phóng Viên Không Biên Giới, ông Trương Quốc Tuấn cũng bị bắt lại tại quán cà phê Internet, cùng một lúc với em ông ngày 18 tháng 8. Chỉ có ông Tuấn được thả về hôm 19 tháng 8 sau khi bị công an mật vụ thẩm vấn. Nhưng từ ngày đó, ông Tuấn bị quản thúc tại gia. Ông Trương Quốc Huy sẽ c̣n có thể bị buộc tội đă bày tỏ sự ủng hộ Khối 8406 trong những cuộc phỏng vấn dành cho các đài phát thanh ngoại quốc, nhứt là đài Á châu Tự do. Khối 8406 là một phong trào tranh đấu đ̣i tự do dân chủ bắt đầu hoạt động từ ngày 8 tháng 4 năm nay. Nhiều hội viên của Khối 8406 đang bị công an mật vụ sách nhiễu.
Cũng trong hai Thông cáo vừa kể trên, Phóng Viên Không Biên Giới kêu gọi nhà cầm quyền Hà nội đ́nh chỉ việc canh chừng và theo dơi các diễn đàn đối thoại trên Internet. Đồng thời, thúc giục nhà nước cộng sản phóng thích bác sĩ Phạm Hồng Sơn và nhà báo Nguyễn Vũ B́nh, hai nhà dân chủ đối kháng sử dụng Internet c̣n bị giam nhốt. Theo bảng xếp hạng của Phóng Viên Không Biên Giới, Việt Nam (cộng sản) là một trong 15 kẻ thù nguy hại nhứt thế giới đối với Internet.
Theo tin giờ chót, bà Vũ Thúy Hà, phu nhân của ông Phạm Hồng Sơn, cho biết cụ thân sinh ông Sơn vừa qua đời sáng sớm ngày 21 tháng 8 nhưng Việt cộng vẫn chưa cho người chồng tù nhân của bà về Nam Định để dự lễ đại tang với gia đ́nh.

AUTHORITIES AGAIN ABDUCT ONE OF THE KIEM STREET CHAT ROOM USERS
Reporters Without Borders today called for the immediate release of Truong Quoc Huy, who was arrested by the security services in an Internet café in Ho Chi Minh City on 18 August after just six weeks of freedom. Truong was previously arrested last October along with his brother and his brother's fiancée for participating in a pro-democracy chat room. All three were held for nine months.
"We regard this as abduction since the security services have behaved in an utterly illegal manner," the press freedom organisation said. "Truong was already held for months without being tried and without even being able to see a lawyer. It is high time the government told its political police to put an end to such arbitrary methods."
Aged 25, Truong was arrested on 18 August by plain-clothes police who followed him into the Internet café and caught him as he was connecting to a democracy chat room on the PalTalk site (http://www.paltalk.com/). As before, he has been accused of wanting to "overthrow the government." His brother, Truong Quoc Tuan, 28, was also arrested and interrogated by the police. He was released the next day but placed under house arrest.
Truong Quoc Huy is reportedly also accused of giving interviews to foreign radio stations such as Radio Free Asia following his release on 7 July. In the interviews, he voiced support for the 8406 Group, a pro-democracy movement founded in April, some of whose members are also being currently harassed by the authorities (see: http://www.rsf.org/article.php3?id_article=18622).
The Truong brothers were arrested along with Lisa Pham at their home at 603 Nguyen Kiem Street in Ho Chi Minh City on 19 October 2005 and were charged with inciting the population to "overthrow the government" by participating in a pro-democracy chat room on Paltalk. All three were held for nine months without being able to see lawyers or relatives.
Pham, who is a US resident, returned to the United States following their release on 7 July. Truong Quoc Tuan is in financial straits as the computer shop he had before his arrest went bankrupt and it is now very hard for him to get a job.
Two other cyberdissidents, Pham Hong Son and Nguyen Vu, are still detained in Vietnam, which Reporters Without Borders has classified as one of the world's 15 worst Internet enemies.

Reporters sans frontières demande la libération immédiate de Truong Quoc Huy, interpellé par les services de sécurité dans un café Internet de Hô Chi Minh Ville le vendredi 18 août 2006. Arrêté une première fois en octobre 2005, avec son frère et une amie, le jeune homme avait déjà passé neuf mois en prison pour avoir participé à des forums de discussion en faveur de la démocratie.
« Nous considérons cette interpellation comme un kidnapping. Dans cette affaire, les services de sécurité agissent en dehors de toute légalité. Truong Quoc Huy a déjà été détenu au secret des mois durant, sans être jugé et sans même avoir accès à un avocat. Il est temps que les autorités de Hanoi mettent un terme aux méthodes arbitraires de leur police politique », a déclaré l'organisation.
Truong Quoc Huy, 25 ans, a été interpellé par des policiers en civil qui l'avaient suivi dans un café Internet. Il a été surpris en train de se connecter à un forum de discussion sur la démocratie hébergé sur le site PalTalk (http://www.paltalk.com/). Le jeune homme est de nouveau accusé d'avoir voulu « renverser le pouvoir ». Son frère, Truong Quoc Truan, 28 ans, a également été arrêté et interrogé par la police. Relâché le lendemain, il est désormais placé en résidence surveillée.
Truong Quoc Huy serait également accusé d'avoir accordé à sa sortie de prison des interviews à des radios étrangères, notamment Radio Free Asia, dans lesquelles il exprimait son soutien au groupe 8406, un mouvement pro-démocratique fondé en avril dernier et dont d'autres membres sont actuellement harcelés par les autorités (voir : http://www.rsf.org/article.php3?id_article=18620).
Les internautes de la rue Kiem, Truong Quoc Tuan, son frère Truong Quoc Huy et sa fiancée Lisa Pham avaient été arrêtés le 19 octobre 2005 à leur domicile au 603, rue Nguyen Kiem à Hô Chi Minh Ville. Accusés d'avoir incité la population à « renverser le pouvoir » en participant à un forum de discussion sur PalTalk, les trois internautes avaient été détenus neuf mois sans avoir accès à un avocat ni être autorisés à voir leur famille.
Après sa libération le 7 juillet dernier, Lisa Pham, résidente américaine, a regagné les Etats-Unis. Truong Quoc Tuan est quant à lui dans une situation financière difficile. Le magasin d'informatique qu'il tenait avant son arrestation a fait faillite et il lui est désormais très difficile de trouver du travail.
Deux autres cyberdissidents, Pham Hong Son et Nguyen Vu Binh, sont toujours détenus au Viêt-nam, un pays que Reporters sans frontières considère comme l'un des 15 ennemis d'Internet dans le monde.
